reviewed and approved the 3. Proposed Appointment of CSBG Planning Committee: The Board appointed Diane Holzum to replace the vacancy left by Charlotte Boyer on the CSBG Planning Committee. Denis Moore, Karen Cook, Eddie Strauser, Gladys Edwards, Dorothy Cox and Bill Bradley will continue to serve on the committee. 4. Proposed Approval of Revised Head Start Policy Council By-Laws: The Board approved the revised Head Start Policy Council By-Laws. 5.
Consent
Calendar Items: The Board
approved the following consent calendar items: a. Proposed Application for the Housing Preservation Grant (HPG) Program: The Housing Director and Executive Director received approval from East Missouri Action Agency’s Board of Directors to apply for $48,696 to continue the Housing Preservation Grant (HPG) Program. b.
Proposed Application for Weatherization
Grant: The Board approved accepting
funding in the amount of $54,792 from AmerenUE to conduct Weatherization
services for approximately thirty (30) AmerenUE electric customers. REPORTS RECEIVED: 1. Report to view from the Executive Director 2. Travel report for February, 2005 3. Financial Summary ending February, 2005 4. Personnel Action Report for March, 2005 5.
Karen Cook stated that a quorum was present at the
regularly scheduled MATTERS DISCUSSED: 1. Information Item: Results of the Community Needs Assessment: Keri McCrorey, Community Services Director provided the Board Members with a copy of the Results of the Community Needs Assessment for East Missouri Action Agency. The Planning Committee will review and discuss this at a later date. 2. Open Meeting Comments: Keri McCrorey informed the Board members that CSBG’s funding may be cut as much as 30%. 3. Next

reviewed and approved the 3. Proposed Revision of Section VI of EMAA Personnel Policies to Change the Definition of “Temporary Staff:” The Board approved a revision to Section VI of the EMAA Personnel Policies and Procedure Manual to change the definition of “temporary staff.” 4.

Acquisition of Delta Villa Apartments: The Board approved the exploration of the
possible acquisition of the 16 unit housing complex in Delta, 5. Proposed Application for a Bootstrap Business Project Grant: The Board approved giving the Employment & Training Director permission to apply for the Bootstrap Business Project Grant. 6. Proposed Application for YOUTHBUILD Funding: The Board approved giving the Employment & Training Director permission to submit a proposal for a YOUTHBUILD grant. 7. Proposed Participation in the WISEWOMAN Project: The Board approved expanding services to include cardiovascular, diabetes and blood pressure screening, which will benefit women served through the Show Me Healthy Women Project. 8.
Consent
Calendar Items: The Board
approved the following consent calendar items: a. CSBG Supplemental Funding: The CSBG Administrative Unit has notified EMAA of the supplemental CSBG funds of $150,092. With this supplemental funding, the availability of CSBG total funding for the year will be $640,093, $4,759 less than last year’s contract. b.
Proposed Bidding of Printing Contract for
the Upcoming Year: The Board
approved getting bids for printing of Agency materials. The Board approved utilizing the Executive
Committee to approve the new contract, if needed. c.
Proposed Bidding process for Award of
Worker’s Compensation Insurance Contract:
The Board approved EMAA’s Accounting Department to seek bids for the
Agency’s Worker’s Compensation Insurance.

Proposed Continuation of “Show Me Healthy Women Project”: The Missouri Department of Health has issued
a Participation Agreement for Professional and Special Services Providers in
the amount of $23,595 to continue the SMHW project with EMAA. REPORTS
RECEIVED: 1. Report from Executive Director 2. Travel report for March, 2005 3. Financial Summary ending March, 2005 4. Personnel Action Report for April, 2005 5.

Information Item: Tentative Strategies FFY-2006 CSBG Proposal/Results of the County Advisory Councils, Community Needs Assessment Summary: Keri McCrorey, Community Services Director provided the Board Members with a copy of the Tentative Strategies FFY-2006 CSBG Proposal/Results of the County Advisory Councils and Community Needs Assessment Summary. 2. Open Meeting Comments: Kathy Daugherty invited the Board members to attend the next Basic Training Class which will be held on June 21st at the central office. Bill Bradley volunteered to attend. 3.
